Central Europe (CE) has a high potential of transnational cooperation opportunities to promote bottom-up
implementation of RIS3 strategies, but many remain unexploited. S3HubsinCE unleashes this potential, by generating
a transnational support structure in 10 CE areas, based on connected Digital Innovation Hubs (DIH), creating stronger
links between RIS3 stakeholders & promoting strategic cooperation between triple-helix & quadruple-helix
institutions in key CE-relevant Technology Priority Areas (TPAs) (i.e. advanced manufacturing & materials, ICT,
nanotech, biotech & medical devices). The transnational structure develops by (1) creating & connecting the CERIS3
Navigation Crews (OT1.1) & applying a common Digital Integration Toolkit (OT1.2); (2) linking existing & building DIHs
(a stable sustainable structure for CERIS3 cooperation) in CE/EU (OT2.2) with an aligned transnational Strategy &
Action Plan for CERIS3 Excellence (OT2.2) of 60 pilot actions; (3) fostering the Foundation for Future Foresight (OT3.1),
implementing CE’s first RIS3 Investment Forum (OT3.2) & developing the Policy & Technology Blueprints (OT3.3). The
approach focuses on setting a future-robust, long-term oriented, strategic framework to enable policy makers &
stakeholders to concretely improve & optimise CE RIS3 to gain more benefit out of regional & national S3. The PPs,
ASPs, key target groups (TGs - SMEs, multi-level Authorities, RTD, etc.) benefit from the outputs & approach, as it goes
beyond current practices in participating regions & chosen TPAs, creating a novel method to design, manage &
introduce innovation in the frame of RIS3, through the DIH structure, while assuring value for money & promoting
closer to market actions. A transnational setting is critical to gain more & improved results; long-term relations among
regions, policy makers, stakeholders, TGs & well-structured practicable working structures/processes are needed to
meet CE/EU goals on strengthening R&I development.

Movement is at the heart of any city. Urban mobility faces significant challenges from two global megatrends: growingurbanisation and ageing population. Light electric vehicles (EL-Vs) could represent a viable solution to traffic congestion andpollution in cities. However, their successful integration into the urban transport system requires a clear understanding of theindividual consumer needs.By involving human science and transportation specialists, the STEVE partners have developed a framework to interpretthese forces. Focus will be on mature cities of medium size (Torino: 800.000 inhabitants, Villach 60.000, Calvià 60.000,Venaria 35.000), where STEVE will generate data to support the design of next generation EL Vs, and provoke the mindshiftnecessary for swift market penetration of them.The primary idea of STEVE is to implement and test a human-centric approach to electro-Mobility-as-a-Service (eMaaS),according to the “Move2Me” vision of the consortium. This will provide low-cost and financially sustainable EL V solutionsand “gamified” services, to enhance users’ awareness, engagement and vehicle energy efficiency.A core item of STEVE is a low-cost electric quadricycle developed by a worldwide OEM in Turin, with start-of-productionexpected in 2018 at a market price of €8000. The quadricycle will integrate high-technology contents with respect to thecurrent competitors, and will be pilot-tested, together with many other EL-Vs, during extensive demonstration phases in thefour STEVE citiesSTEVE will guarantee a strong impact in terms of business development and jobs, and enhance the Europeancompetitiveness in the eMaaS sector while also leveraging Manufacturing.The consortium will also give a primary role to SMEs: while large enterprises will provide the underlying technologies, theservices will be mainly designed and operated by SMEs, deeply involved in the local supply chains and adaptable to thespecific customers’ needs.

Movement is at the heart of any city. Urban mobility faces significant challenges from two global megatrends: growingurbanisation and ageing population. Light electric vehicles (EL-Vs) could represent a viable solution to traffic congestion andpollution in cities. However, their successful integration into the urban transport system requires a clear understanding of theindividual consumer needs.By involving human science and transportation specialists, the STEVE partners have developed a framework to interpretthese forces. Focus will be on mature cities of medium size (Torino: 800.000 inhabitants, Villach 60.000, Calvià 60.000,Venaria 35.000), where STEVE will generate data to support the design of next generation EL Vs, and provoke the mindshiftnecessary for swift market penetration of them.The primary idea of STEVE is to implement and test a human-centric approach to electro-Mobility-as-a-Service (eMaaS),according to the “Move2Me” vision of the consortium. This will provide low-cost and financially sustainable EL V solutionsand “gamified” services, to enhance users’ awareness, engagement and vehicle energy efficiency.A core item of STEVE is a low-cost electric quadricycle developed by a worldwide OEM in Turin, with start-of-productionexpected in 2018 at a market price of €8000. The quadricycle will integrate high-technology contents with respect to thecurrent competitors, and will be pilot-tested, together with many other EL-Vs, during extensive demonstration phases in thefour STEVE citiesSTEVE will guarantee a strong impact in terms of business development and jobs, and enhance the Europeancompetitiveness in the eMaaS sector while also leveraging Manufacturing.The consortium will also give a primary role to SMEs: while large enterprises will provide the underlying technologies, theservices will be mainly designed and operated by SMEs, deeply involved in the local supply chains and adaptable to thespecific customers’ needs.

Um die Wettbewerbsfähigkeit zu erhalten, sollen die Zulieferbetriebe in diesen Feldern auf ihren Status sowie Potenziale analysiert werden und in Folge ein Programm entwickelt werden, dass sie bei der Umsetzung und Weiterentwicklung unterstützt.
