As part of the "Public Finance and Policy" module, students acquire an in-depth economics, law and political science expertise in the fields of fiscal equalization relationships between federal, state and local governments, the design of public financial management and budget policy at the community level (including a special consideration of the financing of municipal investment projects) and overlooking the communal specific political and democratic pattern.

Foundations of welfare and political economy of federalism theories; economic design criteria for the federal distribution of tasks and output powers (Fiscal equivalence, related actions, etc.); systems of the federal distribution of income competences (separation system, network system, allocation system); design of vertical and horizontal fiscal equalization relations in Austria special consideration of the local and national finances (responsibilities in the field of tasks, expenses, revenues and transfer relations); Austria's integration into the financial compensation relations of the European Union (tasks and output powers of the EU as well as financing of the EU budget).
